Cable Ties- Again and Again- Back On Bike

Sorry to have been away.Not been up to using the bike for the past year. Feeling OK Now.
After cleaning off the dust from the bike and washing it , I noticed splits in the outer cable sheathing around the steering head and up to the right hand handlebar switches, some splits are by cable ties. I cut the known troublesome cable ties many years ago. No actual cables are obviously damaged, so I've used self- amalgamating rubbery tape over the damaged areas. Removed more cable ties. Hoping to use soft, old fashioned, types in their place.
The Optimate 4 has done its job over the last year. Bike started up first prod. Just changed the oil and filter. Mahle DC81filter and Millers 20/50 Semi Synthetic. Failed to do the magic dance to get the oil level just right. A round trip of 60 miles up to the Peak District and back was my excuse to get the annual MOT (safety check basically) certificate.
