I very rarely carry passengers, and now the footrests have frozen in the up position.
I have taken them apart, and there is a spring, ball and plate with a couple of holes which hold it in the up or down position. I clean the thing, put it back together with the footrest down - flip it up and it just locks.
The ball looks ok, tried different springs but no difference. I ordered new locating plates, but I am now wondering if I am missing something really obvious.
Anybody else had the same problem.

I just walked out and looked at mine. I have trouble seeing how one could not work. I guess you've tried some sort of lubrication like WD-40?

Never given it a thought in 15 years. Just had a look and a spray with WD40 and a wipe for cosmetic reasons. Still clicks smoothly up and down with minimal resistance .

I had this happen -- one peg was solidly locked. I had the dealer fix it when in for other service. As I recall, they had to replace something, but I don't recall what it was. I know.... not very helpful.

OK I finally figured out the problem.
For some reason the pillion footrest holding bracket had opened to the point where the base plate with holes to take the ball bearing (pushed by the spring) was no longer flat aginst the bottom holding bracket. When this happens the footrest simply locks. What I did was find a spacer (thin washer) to fit on the top side of the footrest around the pivot pin so that the base plate no longer lifted by the ball and spring. The footrest now operates as normal.
Wasted $10 on new base plates

Well done. However, I don't understand any of your explanation. 
I simply do not recall the passenger footrest being bolted to anything that could be usefully shimmed as such. Photos please.
